Throughout the game's story, there are multiple characters who have no Persona power of their own but appear in the Metaverse in their copyright Thief forms and join the battles. These characters are cognitive manifestations created by Merope in accordance with the following conditions:
On his way home from school, Nagisa encounters a talking owl, Lufel. While listening to Lufel, a delivery biker attempts to ram into Nagisa, but Nagisa accidentally brings himself and Lufel to the Metaverse, a supernatural realm representing the unconscious desires of humanity.

Shun Kano, a fellow Kokatsu Academy student, joins the copyright Thieves to change the heart of Hiromu Miyazawa, a dishonest food critic who uses his platform to acquire restaurants and profit through the use of cheaper ingredients.
Tamayo Yoshida: A second-year high school student and a member of the school female baseball team who wants Motoha Arai to start playing baseball again.
The method of character obtainment is via a gacha banner system. It is explained that characters obtained in this fashion are cognitive manifestations of the original individual taken from the Sea of Souls, and not the real person. As you obtain duplicates of a character, they will gain Awareness which improves the characters skills and abilities.
When it comes to the overworld, very few things have seen changes. Many of the locations (such as Shibuya and Yongen-Jaya) resemble their original game counterparts and activities (like batting and fishing) are also unchanged. However, there are some new locations to visit, such as Zoshigaya, and some new activities like playing music or soccer. There is also a gachapon (and as of Update 3.0.2 a claw game) the Persona 5 The copyright X protagonist can play and try to get rewards that can be used to decorate the protagonist’s house.
After awakening from a nightmare, the protagonist is thrust into a changed world drained of hope... And the new faces he encounters are no less strange: an eloquent owl named Lufel, a long-nosed man and a beauty donned in blue.
Many of these characters also serve as confidants and/or have side quests that the protagonist can do.
Much of the gameplay takes direct reference from Persona 5, where the protagonist will live a dual life between spending time in the real world, as well as roaming and fighting in the Metaverse. As the male silent protagonist (who is named by the player, though he is canonically named Nagisa Kamishiro[d], but also given the codename Wonder) attending the school in modern-day Tokyo, players experience the story events, answer questions in class, and freely explore the city after school or during days off in order to engage in various activities.
It combines elements of social simulation, as the protagonist uses his free time to raise stats and forge bonds with characters, and dungeon crawling in the alternate world known as the Metaverse. The cognitive versions of the people met in the city, including the copyright Thieves of Hearts from the original game, can be summoned for use in the Metaverse through a gacha system.
